The Lord Mayor of Elgaard is the principal civic official responsible for the day-to-day government of Elgaard. The city remains formally under the direct authority of the crown, but its size and importance make direct royal administration impractical. The monarch therefore appoints a Lord Mayor to oversee ordinary civic government, public order, markets, infrastructure, and the many administrative questions produced by the kingdom’s largest city.
The office is unusual within Tadrium. The Lord Mayor is not one of the kingdom’s great hereditary landholders, yet holds a permanent right to participate in the Lord’s Council of Tadrium. This exception reflects Elgaard’s national importance: decisions involving its ports, warehouses, roads, finances, commercial law, and security can affect royal revenues and noble territories throughout the kingdom.
Appointment by the crown does not make the Lord Mayor politically independent. Elgaard’s major merchant families, financiers, shipowners, suppliers, artisans’ interests, and property holders can exert substantial pressure upon city government. A Lord Mayor who loses the confidence of the crown may be removed, while one who alienates the commercial networks upon which the city depends may find ordinary administration increasingly difficult. The office therefore operates between royal authority, noble politics, and merchant influence rather than belonging completely to any one of them.
