A Moot is an infrequent gathering of the Skyre Folk called when a matter affects multiple Cains strongly enough to require a common response. The Skyre Folk have no standing central council, monarch, or bureaucracy governing all of their communities. The Moot exists so independent Cains can negotiate with one another without surrendering that independence.
Cain leaders and Athair attend as the principal representatives of their communities. They may bring advisers, warriors, Wave Riders, or other members whose knowledge is relevant to the matter under discussion. Moots can address questions such as general war, peace with a foreign power, a serious dispute between Cains, or a threat that affects the Skyre Folk as a whole.
A Moot does not make law for dissenting Cains by majority vote. Agreements become meaningful because individual Cains accept commitments and undertake to honor them. A Cain that has not accepted an agreement is not transformed into a subject of the others merely because more representatives favored it. This can make negotiation slow, but it allows the Skyre Folk to act collectively without creating a permanent government above the Cains.
