Ronin Meruvis was a bounty hunter who founded and led the Moon’s Shadow, the largest criminal organization in Elgaard by the early 8750s SE. In 8732 SE, Elgaard authorities hired him to deal with a group of wererats living in the sewers beneath the city. Rather than killing them, Meruvis befriended the lycanthropes and became their leader, creating the organization that would grow into the Moon’s Shadow.
Over the following two decades, Meruvis built the gang into a major force in Elgaard’s criminal life. The Moon’s Shadow became involved in smuggling, protection rackets, theft, blackmail, bribery, and intimidation, while Meruvis cultivated political relationships that made the organization difficult for ordinary law enforcement to confront. Membership required accepting some form of lycanthropy, and by 8753 SE the gang had grown to more than one hundred members.
Meruvis’s most powerful political ally was Luther Mortanas. At Mortanas’s direction, he organized the Lycan Raids of 8752 SE, using Moon’s Shadow members in a coordinated campaign of violence in and around Elgaard. The alliance did not survive the conflict. When continued loyalty to Mortanas threatened the survival of his organization, Meruvis quietly began cooperating with the Brass Blades against him.
That change of allegiance was an act of self-preservation rather than a moral conversion. Meruvis did not become an ally of Elgaard’s authorities, and the Moon’s Shadow remained responsible for its part in the raids. His cooperation nevertheless helped the Brass Blades dismantle Mortanas’s position in the city, while the Moon’s Shadow survived the transition and avoided official responsibility for the attacks. Meruvis’s later fate and the organization’s history after the 8750s SE are not established.
