In the early 8750s SE, the Moon’s Shadow was the largest criminal organization in Elgaard. The lycanthropic gang had been founded in 8732 SE by the bounty hunter Ronin Meruvis and operated primarily from the northern portion of the city. Its members engaged in smuggling, protection rackets, theft, blackmail, and other illicit activity, while Meruvis relied on bribery, intimidation, political connections, and his own considerable charm to limit interference from the city guard.
Membership and hierarchy
Membership in the Moon’s Shadow required accepting some form of lycanthropy. The gang placed a high cultural value on physical strength, combat ability, and the capacity to enforce its interests directly. Members who demonstrated those qualities could rise within the organization, but the different forms of lycanthropy also affected how individuals were regarded. A particularly capable wererat could gain status and responsibility, for example, but would generally face a steeper path to authority than an equally accomplished weretiger or another more physically formidable lycanthrope.
This emphasis on strength did not eliminate Meruvis’s reliance on political skill. The Moon’s Shadow grew because its leader understood that control of Elgaard’s criminal activity depended as much on favors, secrets, alliances, and selective restraint as it did on violence. By 8753 SE, the organization had more than one hundred members and had expanded well beyond the small group from which it began.
Founding and rise
The gang’s origins lay in a contract Meruvis accepted in 8732 SE. He had been hired to hunt wererats living in the sewers beneath Elgaard. Rather than kill them, he befriended the lycanthropes and gradually became their leader. The resulting organization initially concentrated on lower-risk smuggling and related criminal work while Meruvis built relationships that allowed it to operate with increasing confidence.
As the Moon’s Shadow expanded, it incorporated additional forms of lycanthropy and developed increasingly important political alliances. The most powerful of these was with Luther Mortanas, whose influence in northern Patoris gave Meruvis access to opportunities and protection that helped the gang become Elgaard’s dominant criminal organization.
The Lycan Raids
That alliance eventually drew the Moon’s Shadow into violence on a much larger scale. At Mortanas’s direction, Meruvis organized the attacks remembered as the Lycan Raids of 8752 SE. The raids demonstrated that the gang had developed capabilities far beyond ordinary smuggling and extortion, but they also exposed the danger of tying its fortunes too closely to Mortanas.
Meruvis eventually concluded that continued loyalty to Mortanas threatened the survival of the organization. He quietly cooperated with the remnants of the Brass Blades, helping them move against Mortanas without openly committing the Moon’s Shadow to the conflict. The arrangement allowed the gang to avoid official responsibility for the raids and continue operating after Mortanas’s fall.
