The Council of Entwood is the governing body of the independent city-state of Entwood. Publicly, it is an aristocratic council composed of eight hereditary noble families. In reality, the rulers behind those family names are the same vampires who have governed Entwood for centuries, preserving the appearance of ordinary generational succession by repeatedly assuming new identities.
The eight families are Chrestmere, Briarthorn, Zhou, Yarnibrith, Sorsk, Lionmantle, Sagefallow, and Wan-Lei. The leading family rotates on a predetermined schedule, giving each house periods of formal precedence without establishing a permanent ruling dynasty above the other seven. The council collectively determines the city’s highest policy while ordinary administration is carried out through civic officials, magistrates, guards, and other institutions.
The Succession Fiction
The vampires of the council do not produce mortal heirs who later inherit their offices. Instead, each family maintains the appearance of descent across generations. When an identity has aged long enough to require replacement, the councilor eventually stages a death or withdrawal, alters their appearance, and assumes the role of a supposed child or later descendant. First names change while the family surname and political seat endure.
This practice allows the council to benefit from immortality without requiring Entwood’s population to accept open vampiric rule. It also means that the apparent history of each noble line contains many public individuals who were, in fact, successive identities of the same ruler. Only a small number of confidants outside the eight families are entrusted with the truth.
No councilor has yet been permanently lost. The council has therefore never had to determine how a true vacancy among the vampiric rulers would be filled, whether a new vampire would be created, or whether the structure of the government would change. That question remains unresolved because the system has never faced it in practice.
Origins and Political Philosophy
The council’s vampirism originated with Luther Mortanas, who participated in Entwood’s early government before the tragedies and bargain with Veshar that later defined his life. Mortanas sired the original rulers of the eight houses as vampires. The purpose was not simply to extend their lives, but to create a government whose accumulated experience could survive the death of any mortal generation.
The council’s members believe that good institutions alone cannot guarantee good government if later rulers are incompetent, corrupt, or consumed by factional ambition. Their answer has been to preserve both the institutions and the people responsible for maintaining them. Centuries of continuity have given the council extraordinary historical memory and the ability to pursue policies over periods far longer than an ordinary mortal administration.
The nobles have often pointed to the history of Arkrist as a cautionary example. They believe Cailynn Sunshard demonstrated that a wise ruler can establish just laws and effective institutions, while the political disorder that followed her death demonstrated how quickly later generations can undermine them. Entwood’s council sees its concealed immortality as the solution to that problem.

Feeding
The council does not impose a single method of feeding on its members. Individual nobles have relied on willing donors, criminals, or animal blood according to their own practices. Nicomachus Ruanar later developed an alchemical preparation that allows animal blood to sustain vampires, giving those who choose it a reliable alternative to feeding on people.
The variation reflects the unusual nature of the council itself. Its members share a political purpose and a need for secrecy, but they are not identical in temperament or personal ethics. Their continued description as benevolent rulers rests on the way they have governed Entwood over centuries, not on the claim that vampirism erased individual differences among them.
