Ithraz is one of the four great city-states of Xathoryn and the principal power controlling many of the realm’s most concentrated elemental and magical phenomena. Flame wells, thermal vortices, unusual mineral formations, persistent energetic disturbances, and other extreme expressions of Xathoryn’s nature occur throughout the city’s territory.
These sites provide materials and conditions valuable for enchantment, magical construction, elemental workings, and industries requiring levels of heat or energy difficult to reproduce elsewhere.
Appearance
Ithraz is built among a landscape in which extraordinary elemental phenomena are treated as resources to be contained and used rather than merely hazards to be avoided. Fortified structures surround important flame wells and vortices, while channels, barriers, towers, and warded complexes regulate access to regions where uncontrolled exposure would be dangerous even to many native inhabitants.
The city itself contains workshops and research precincts devoted to studying these phenomena, although its most valuable techniques are not freely shared. Outsiders are more likely to see heavily controlled facilities than the workings at their center.
The Flame Regent
The Flame Regent exercises centralized authority over the most dangerous and strategically valuable elemental sites. Access to them is tightly regulated, and knowledge capable of manipulating powerful manifestations of the Realm of Flame is treated as a matter of state security.
This control gives Ithraz influence disproportionate to its population and territory. Its military is smaller than those of some rivals, but it possesses magical and elemental capabilities difficult for other Xathoryn powers to duplicate. Opponents that could defeat Ithraz in an ordinary field campaign must therefore consider what forces the Flame Regent might bring to bear before attempting direct conquest.
Dependence and Trade
Ithraz’s specialization is also its principal weakness. Extraordinary elemental resources cannot provide every manufactured object, cultivated material, or ordinary supply required by a large state.
The city therefore relies heavily upon Drazhul for industrial goods, Selqara for cultivated resources, and the City of Brass for access to many extraplanar markets and sources of specialized knowledge. Ithraz can threaten its neighbors with capabilities they cannot easily reproduce, but it cannot separate itself from the economic system those same neighbors sustain.
