The Cloak and Stagger is a tavern in Arkrist used by adventurers, informants, and people who prefer a meeting place less formal than the city’s guildhalls or civic offices. The Drakefire Phalanx used it as a place to regroup during its investigation of a series of disappearances and ritual killings in 8793 SE.
The tavern’s significance in those events came primarily from its usefulness as neutral ground. It was a place where information could be compared away from crime scenes, College offices, and Justiciar scrutiny rather than a center of the conspiracy itself.
