The Wraith River Union is an underworld organization operating in Arkrist. Its influence rests on informants, smugglers, fences, thieves, and other people whose work depends upon moving through parts of the city where formal authority is weak or unwanted. The Union is not merely a street gang; its members maintain contacts across legitimate and illicit businesses and can often acquire information that the Justiciars cannot obtain openly.
The organization’s leader bears the title Dawn. During the early activities of the Drakefire Phalanx, that position was held by Guzzax. Umtix Nimblefingers served as one of the Union’s important intermediaries, while Helnharr Jamis was another established Union contact involved in the investigation of the city’s disappearances. Both remained useful sources of information even when the organization and the party did not share the same goals. The Union maintained offices in the city, including a site known as the Office of the Dawn.
The Voiceless Crisis
The Union became heavily involved in the investigation of disappearances connected to The Voiceless. The Union launched a large assault against a suspected Voiceless position at the same time the Justiciars began their own raid. Both forces were ambushed and suffered severe casualties. Helnharr Jamis was among those killed in the Union’s attack, while Guzzax was initially believed to have died.
His death had been staged. Guzzax was later revealed to be the architect behind the Voiceless and sought to release the imprisoned shadow dragon Xumanon, presenting the dragon’s return as a means of overturning the city’s existing order. He was killed while attempting to open the prison beneath Arkrist, leaving the Union without its Dawn.
Umtix subsequently offered the position to Flutter, who initially declined. After retiring from active adventuring, Flutter later accepted leadership of the Union and began using both it and the Hoot and Holler to support flightless Nyvaryn and others facing exploitation or exclusion in Arkrist. The extent to which the Union changed under her leadership has not yet been established.
