Dhuulan Havar was the leader of Venorik Killianen and, under the identity Hiuh Lao, the architect of the Grand Army of the Djozanates. Venorik Killianen was a clandestine revolutionary movement based in Terl’Narquel whose members sought to overthrow the city’s matriarchal political and religious establishment.
Dhuulan allied the organization with Luther Mortanas, delivering large numbers of prisoners in exchange for what Venorik Killianen believed would eventually be an infernal army capable of helping it seize Terl’Narquel. Whether Mortanas could or intended to fulfill that promise is unknown. Zhaken Amberheart also supplied magical devices derived from principles he had learned through the Clockwork Heart. The enchantments pushed fear, loyalty, perception of external threats, and political judgment into mutually reinforcing patterns, making Dhuulan’s manipulation substantially more effective.
Beginning in 8751 SE, Dhuulan used those tools and the identity of Hiuh Lao to compromise the leadership of the Djozanates of the Kenai Mountains, especially Yuen Lung. While posing as Hiuh Lao, he served as Sword Arm of the Leopard Song Order and used the order’s prestige to bring forces from the normally independent Djozanates under a common command.
Members of Venorik Killianen were incorporated into the resulting Grand Army and concealed among Djozanate troops through magical deception. Dhuulan’s broader plan eventually called for turning that army against Terl’Narquel after Mortanas ceased contact and the expected infernal support failed to appear.
The Brass Blades, Bear Paw Order, and Eagle Wing Order dismantled Dhuulan’s control in 8753 SE. The Blades brought the Clockwork Heart into the Kenai Mountains and used its underlying synchronizing pattern to interfere with Zhaken’s lesser enchantments, helping free affected leaders and defenders from the reinforcing magical influence. They then exposed Hiuh Lao as a false identity. Dhuulan was killed during the collapse of his regime before the Grand Army could be used against Terl’Narquel.
